  • Chemonics invites experienced and qualified individuals to submit their resumes for senior leadership positions for a solicitation focused on economic growth and competitiveness based in Kyiv, Ukraine.     This call is in for an anticipated 5-year, full time Team Leader position, working on an economic growth and recovery program which will work to foster a better business enabling environment, provide support for competitive industries and firms, boost job creation, and increase exports. Any positions offered are contingent upon contract award and client approval 

    The senior leadership team will be responsible for project implementation, management, and results. They will liaise with SECO and establish and maintain constructive working relationships with counterparts and with implementers of related donor programs. 

    Person Specification: 

    Senior leadership positions require substantial experience leading and/or implementing complex technical assistance programs in related technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills.  

    • Academic  degree – or equivalent experience – in business, economics, or another relevant field (master’s degree or PhD desirable)
    • At least 10 years of successfully managing complex private sector development or economic growth development projects; this should include significant experience working in Ukraine in particular 

    • Experience working with and deep networks across the following sectors:  agribusiness including food processing industries, sustainable construction, wood processing, manufacturing and IT. 

    • Successful working experience in at least one, ideally two of the following technical areas: (I) business enabling environment and economic competitiveness policy reform (with experience of managing and delivering technical assistance to senior government stakeholders); (ii) local economic growth and/or recovery); (iii) SME Competitiveness support  

    • Experience coordinating complex relationships and collaborative partnerships with key Ukrainian government stakeholders, ideally advising or operating within government directly  

    • Demonstrated ability to manage multi-million grants portfolio as the primary modality for delivery of support is required 

    • Demonstrated ability to manage a highly skilled, interdisciplinary team; manage productive relationships with a broad range of stakeholders; and implement robust monitoring, evaluation, and learning systems 

    • Based in Ukraine or ability and willingness to be deployed in Ukraine for an extended period of time. 

    • Comprehensive experience in Project Cycle Management (PCM) and Results Based Management (RBM) is desirable 

    • Excellent oral and written Ukrainian language communication skills are desirable. 

    • Excellent oral and written English language communication skills are required. 

    • Previous experience delivering work for the Swiss government, and especially for SECO and SDC is required. Experience in delivering for other relevant government institutions is beneficial (USAID, EBRD, FCDO, GIZ/KfW)

    • Private sector experience in banking or consulting is desirable

      

    Technical and Functional Skills: 

    •  Track record of business development including successfully pursuing, capturing and winning new opportunities. 
    • Subject matter expertise in reconstruction planning and delivery, regional planning, infrastructure, infrastructure financing or sustainability and socio-economic recovery and development. 

    • Experience and understanding with designing, delivering and financing of complex high value infrastructure or economic growth projects, including budgetary, financing, quality and timeline requirements. 

    • Knowledge of public and private procurement processes and ability to draft and review project and bid documents. 

    • Strong organisational skills, time management and ability to work independently and meet output objectives with minimal supervision.
