Background
Chemonics invites experienced and qualified individuals to submit their resumes for both long term and short-term Technical Expert positions for a solicitation focused on economic growth and competitiveness based in Kyiv, Ukraine. This call is for an anticipated 5-year programme, working on economic growth and recovery which will work to foster a better business enabling environment, provide support for competitive industries and firms, boost job creation, and increase exports. Any positions offered are contingent upon contract award and client approval.
The program focuses on:
- Improving the policy and regulatory environment for competitiveness (macro level)
- Enhancing sectoral competitiveness and innovative value chains (meso level)
- Supporting SME competitiveness and operational performance (micro level)
- Cross-cutting priorities include gender inclusion, climate responsiveness, and digital transformation
Purpose of the Assignment
Experts will provide technical assistance and strategic advice to projects funded under Components I–III of the programme and contribute to the Strategic Advice Window. Their role is to ensure high-quality implementation aligned with international best practices and SECO’s objectives. Experience in Ukraine is desirable. SDC or SECO donor experience, or equivalent Swiss private sector experience is a must.
Scope of Work
Experts may be engaged in one or more of the following areas – experience in at least one of the component technical and thematic areas is required, experience in multiple areas and across components is desirable:
Component I – Policy and Regulatory Reform
- Support design and implementation of policies improving the business environment
- Advise on regulatory simplification and EU-aligned trade facilitation
- Facilitate public-private dialogue mechanisms
Component II – Sectoral Competitiveness
- Provide expertise on innovation, sustainability, and market access in priority sectors (agribusiness, manufacturing, IT, sustainable construction, wood processing)
- Strengthen institutional capacities of business associations, RDAs, and technology transfer institutions
Component III – SME Competitiveness
- Advise SMEs on productivity, resource efficiency, product development, and digitalization
- Support compliance with sustainability standards and certifications
Cross-Cutting Themes
- Integrate gender equality strategies
- Promote climate-smart and environmentally responsible practices
- Support digitalization initiatives
Deliverables
- Technical reports and recommendations for project design and implementation
- Advisory notes for policy reforms and sectoral strategies
- Capacity-building sessions or workshops for stakeholders
- Inputs to MEL (Monitoring, Evaluation, and Learning) framework as required
Duration and Level of Effort
Assignments will vary from short-term (a few days) to medium-term (several weeks or months) depending on project needs.
Engagement will be on a consultancy basis, coordinated by the Chemonics as the Implementing Agency (if awarded).
