  • About The Role

  • Background

     Since formally launching Chemonics UK in May 2019, we have established a strong and  diverse portfolio of UK Aid-funded programmes as well as partnerships with donors including  International Development Banks and European bilateral donors. We work with government and development sector counterparts across three continents to deliver programmes in sectors including climate action, education, governance, peacebuilding, stabilisation, social cohesion, and research.  

    Purpose

    The Mobilisation Manager will manage the lifecycle of onboarding and deploying resources in support of programme implementation and wider corporate needs. The position will engage in delivering due diligence, medical and travel and contracting for staff and consultants being deployed by Chemonics UK. This position requires a strategic thinker with excellent project management skills and the ability to collaborate with diverse stakeholders. Ensures adherence with company policies, applicable laws and regulations, and project requirements. Delivers mobilisation processes that align with corporate and client requirements and adhere to Chemonics duty of care responsibilities.

    Key Responsibilities:

    Resource Management

    • Work in collaboration with a team of administrators responsible to delivering mobilisation activities.
    • Coordinate with HR and recruitment teams to ensure timely and effective deployment and on-boarding of employees and consultants.

    Consultant and Employee Deployment Management

    • Manage the mobilisation of consultants and employees; ensuring the completion of due diligence processes, management of travel for deployment.
    • Liaise with HR, recruitment, security and safeguarding teams to move through processes effectively.
    • Manage requests from programmes, project management and other departments within Chemonics UK on mobilisation requests, maintaining a clear flow of information and progress updates.

     Risk Management

    • Support the Head of Security in identifying potential risks and challenges during the mobilisation phase and develop mitigation strategies.
    • Ensure compliance with Chemonics and client regulations and policies.
    • Supports the management of Chemonics UK insurance policies.

    Capacity Building

    • Provide training and guidance to programme teams on mobilisation processes and best practices.
    • Provide training and guidance to programme administrators at onboarding and as required.
    • Foster a culture of continuous improvement and knowledge sharing within the organization.

     Management and Leadership

    •  Demonstrates inclusive behaviors and leadership consistent with Chemonics’ values and leadership competencies.
    • Reviews mobilization activities done by administrators and tracks compliance to mobilisation processes from Chemonics employees and consultants. Improves and updates policies and processes based on lesson learning.
    • Manage and coordinate procurement, implementation and ongoing relationship with various Mobilisation systems and providers (Travel Management Company, Crisis24 Horizon, Travel Insurer, Applicant Tracking System, Due Diligence/Duty of Care systems).

     New Business

    • Supports new business efforts, including lead development and capture; serves in line roles of increasing complexity and leadership (e.g., proposal coordinator, recruiter, personnel/management/organisational capacity section writer, partner liaison, commercial preparer, and technical writer).
    • Travels when appropriate to conduct information-gathering regarding new business efforts, including meeting with potential subaward partners

    Person Specification:

    Essential Skills

    • Demonstrated critical project management skills, including budget management, contractual and procurement compliance, client relations and knowledge of client, and personnel management for relevant donor/client projects required.
    •  Experience supervising or mentoring employees preferred.
    •  Demonstrated experience working on one or more projects while simultaneously providing support to proposals.
    • Demonstrated experience following standard practices and procedures, receiving general instruction on work progress, and making significant contribution to end results.
    • Works independently and as part of a team
    • Demonstrated resourcefulness in problem solving and initiative to learn new skills.
    • Strong knowledge of Microsoft Office applications and word processing abilities
    • Foreign language proficiency in a relevant region we operate in preferred.
    • Previous experience working in international development and/or living or conducting work in developing countries preferred.

    Education / Professional Skills

    • UK work authorisation or ability to obtain it required.
    •  Degree in relevant field or equivalent work experience required; advanced degree preferred.
