    Deputy Team Leader/Fund Manager, Syria Stabilisation Response Mechanism (SRM)

     

     

    Background:

    Chemonics is positioning for the upcoming Syria Stabilisation Response Mechanism (Syria SRM) contract that will be funded by the UK Foreign, Commonwealth and Development Office (FCDO), through the UK Integrated Security Fund (ISF). Syria SRM is a £19.45m four-year programme that will seek to set up a new mechanism allowing the UK to pilot flexible and adaptive approaches to its political priorities.  It will also seek to improve conditions for a sustainable and inclusive political settlement in Syria. It is anticipated that this will be achieved through the provision of technical assistance and pilot projects in focused areas including Syrian-led approaches to transitional justice, peacebuilding, community cohesion and security sector reform.

     

    Principal Duties and Responsibilities (Essential Functions)

    The Deputy Team Leader (DTL) will work closely with the Team Leader (TL) and Programme Director to oversee the operational management of the programme and ensure that interventions are results-oriented, high quality, and timely. The DTL will oversee the day-to-day administration, procurement, logistics, finance, IT, risk, and compliance, managing the administrative team and technical staff. Additionally, the DTL will manage the fund, including grants and subcontracts, and partner capacity building.

    Fund and Grant Management:

    • Manage flexible fund and grant activities, ensuring compliance with FCDO and Chemonics guidelines.
    • Oversee grants disbursements and work closely with the TL and technical team to ensure timely delivery of payments.

    Project Management:

    • Assist the TL in delivering the programme funds.
    • Act as Team Leader in the TL's absence.
    • Manage and provide professional development for administrative team and technical staff.
    • Coordinate with the Project Management Unit (PMU).
    • Oversee the delegation and execution of day-to-day tasks, including staff management.
    • Analyse workplans, allocate resources, direct progress, and ensure timely reporting.
    • Conceptualise and implement new strategies to improve performance.

    Client and Stakeholder Liaison:

    • Act as the main programme management focal point for the client Integrated Security Fund (ISF), ensuring frequent and direct communications between the ISF, project team, and Head Office PMU.
    • Manage relationships with internal and external stakeholders, ensuring adherence to policies and best practices.
    • Engage with relevant authorities, private sector organisations, and key partner organisations as required.

    Risk Management:

    • Oversee risk reporting and contextual analysis to support programme implementation and donor reporting.
    • Identify and mitigate potential risks, including programme performance, financial, and legal risks.
    • Develop strategies and solutions to address risks, communicating with the Team Leader/ Programme Director as required.

    Financial Management:

    • Liaise with the Programme Finance Manager to ensure the programme meets corporate annual budget targets.
    • Manage the programme to meet, but not exceed, client annual and life-of-project spend allocation.
    • Accurately forecast costs, manage profit and loss.
    • Develop and supervise strategies to optimise value for money and reduce cost overruns.

    Reporting and Documentation:

    • Assist in drafting and compiling monthly, quarterly, and annual reports to ensure timely and accurate reporting to the client and Chemonics.
    • Ensure all aspects of grants and operational policies, practices, and procedures are documented and adhered to.

    Qualifications:

    Education and Experience:

    • At least 8 years of experience in managing and implementing programmes in conflict areas.
    • At least 5 years of supervisory experience, including leadership of professional and support staff, oversight of performance and deliverables, and contract management.
    • Proven track record of managing budgets, ensuring contractual and procurement compliance, and maintaining strong client relations.

    Skills and Competencies:

    • Strong leadership skills to develop, articulate, and execute a vision for the programme. Thorough understanding of donor/client regulatory and management requirements.
    • Proficiency in critical project management skills, including budget management, contractual compliance, and personnel management.
    • Familiarity with team management, safeguarding, and gender, equality, and social inclusion (GESI) methodologies.
    • Demonstrated experience in following standard practices, providing procedural input, and contributing to team success.
    • Excellent attention to detail, focus on delivery, and ability to accept and act on feedback.
    • Polished presentation skills to communicate data clearly to stakeholders.
    • Fluent in Arabic and English
